It did happen to me some times.. I normally add one variable and hope that atleast popup comes for the variable 
and then i can fill the values both for variable and input parameter
At time is just recreated the view and activated again.
Must be some internal issue but i did find this behavior when i was working in earlier versions. Now on Rev 70 i never found this issue again.
