I hope you have already gone through this SAP Note  : 1910128 - TUB: Finding and applying TUBs for Tax Factory 10.0

In this Notes There are three headings

1. 1. Common Tax Data Updates
2. Cumulative Tax Data Updates
3. Incremental Tax Data Updates

We follow  the first two   1 Common Tax Data Updates  & 2. Cumulative Tax Data Updates for a TUB and  we only use Common and Cumulative Transports and we won’t use incremental transports .  I hope you follow  1. Common Tax Data Updates  & 3. Incremental Tax Data Updates for a TUB  and  you are  using
Common and   Incremental transports.

So my previous comments might  be confusing  you. Sorry about  that.

Regarding Sync Tool : As there will not  be any SAP transport for New  BSI TUBS,  the Sync Tool  will take  the effective date and  read the TF10 Dataset  and Synchronize the Payroll Tax Data  with respect to the New BSI TUBS  that is loaded to TF10 Database Dataset.
