For 1 & 2:
My recent client found a solution which I am not very satisfied (I believe this is the same solution Tom mentions above): Capitalized spares are put in inventory as 0 dollar spares. (You can do this by split valuation.) Unfortunately this option does not sound strong enough to me. One reason is, even the same spare part is used for two same type of repairs/maintenance, one which uses capitalized spares will not reflect spare costs on the order. Well... My previous client was happy to ignore these "minor" issues but Ia m not sure about yoru client.
Now to me, there might be other options by using some trick in project stocks and finance. What I suggest you is to discuss this with finance and PS.
I found some threads in SCN too but if I am not wrong, none was strong enough.
