Capture labour and labour overhead only in cost estimate

Hi Experts,

We are planning to start sub-contract process in one of the plant & request has come up to create new costing variants which can capture labour and labour overhead only in cost estimate. (No Material Cost to be involved, No BOM will be created)

Question is can we achieve this, if yes then what steps involved.
