Thanks for the replay.

1) In transaction SWE2 event linkage is automatically getting deactivated, If I activate the linkage and trigger the event through SWUE event is triggering  it is showing the message "  Event created - at least one receiver found" and after that event is getting deactivated but workitem is not getting completed.

2) If I again try to trigger the event through SWUE it is showing the message "  Event created - no receiver found" I  think it is because event is getting deactivated.
