Can you please check the below note.

1949122 - Step "Set Authentication Policy for Agents" fails with error: Key name:'SoapRequestWrapper' key value:'setupAgentConnectionCertificate'

The earlier note this one helps to fix the issue.

1822831 - Web Service Soap Errors in solman_setup

If you say that it was working earlier then parameters are file but might be that you might have to go in SOAMANGER and activate service.

Still not ok then please post the dev_icm logs.
